Framing Crew Planning on Vancouver Island: What BC Labour Data Says

Every builder on the island has a story about a framing crew that fell through. The data behind that experience is public, and it is worth reading carefully, because the headline can be misleading. Residential demand is forecast to soften while the workforce ages out. Both facts matter for how you plan crews.

What the Forecast Says

BuildForce Canada published its Construction and Maintenance Looking Forward reports for 2026 to 2035 in July 2026. For British Columbia, the organization's release reports the following:

  • ✓46,700 BC construction workers are expected to retire over the forecast period, equal to 22 per cent of the current construction labour force.
  • ✓About 40,800 new local entrants under age 30 are expected to join the industry.
  • ✓Total additional workers needed to meet expansion and replacement demand are 48,200.
  • ✓That leaves a potential shortfall of about 7,400 workers by 2035 unless recruitment increases.
  • ✓Residential construction employment is projected to contract by 13 per cent compared with 2025 by 2035, with the losses concentrated in new-home construction. The regional figure for Vancouver Island is a 15 per cent decline.

Read these together. Retirements are real and replacement hiring is tight, yet new-home construction activity is expected to cool. The result for a builder is not an even shortage. It is uneven availability of experienced crews, with competition for the best ones and for any short-term spikes in non-residential work.

Pro tip: This is a provincial forecast. It does not tell you whether a specific framing crew will be free in March next year. Treat it as context for planning, not as a prediction for your job.

What This Means for Framing

Framing is labour-intensive and schedule-critical: the next trades cannot start until it is done. Three consequences follow for builders.

  1. 1Book framing earlier than feels necessary, and confirm the start date in writing as the foundation date firms up.
  2. 2Ask crews what happens when they lose a worker. Depth matters more than the headline crew size.
  3. 3Consider which parts of the framing do not need to happen on your site at all.

Where Prefab Fits, and Where It Does Not

Panelizing moves a share of the wall framing labour into a shop, where work is organized around fixed layouts and repeatable stations. On site, the crew that stands the panels is smaller or shorter-lived than the crew that would stick-frame the same walls. That can help a builder whose main constraint is finding framers at the right time.

It does not remove the need for skilled people. Someone has to lay out, plumb, brace and tie in the panels, frame the floors and roof, and deal with the details that do not come from the shop. And a shop has its own capacity limits, which is why lead time is a conversation, not a promise. We do not claim that panelizing solves a labour shortage. We say it changes the shape of the labour you need.

A Practical Planning Checklist

  • ✓Decide the framing method before you tender, not after you find the crew.
  • ✓If you will panelize, book panel production slots and the crane alongside the crew.
  • ✓Keep your float honest: use the schedule float planner with your own numbers.
  • ✓Keep a second crew or supplier on your list for each critical trade.
  • ✓Confirm who is responsible for each part of the frame: panels, floors, roof, stairs, blocking.

Frequently Asked Questions

Is there a framing labour shortage on Vancouver Island?

BuildForce Canada forecasts a potential BC-wide shortfall of about 7,400 workers by 2035 unless recruitment increases, alongside a decline in residential employment on Vancouver Island. The availability of a given crew on a given date is a local question.

Will panelizing reduce the framers I need?

It moves part of the framing into a shop and shortens on-site wall framing, which changes the labour you need on site. You still need skilled people for the stand, floors, roof and details.

Where does this data come from?

BuildForce Canada's July 2026 release on its 2026 to 2035 British Columbia forecast, published at buildforce.ca under the title "Residential construction demands slow in British Columbia to 2035, while short-term non-residential growth is expected to be significant".

Should I hire an outside framing crew or use my own?

That depends on your volume and how steady your pipeline is. Many builders use a mix, with an outside crew for peaks.

Can OG Prefab supply a crew?

We take framing work directly from builders, developers and homeowners. Contact us about availability on your project.
