What building in Highlands actually involves

Highlands is defined by what it has chosen not to become. While Langford and Colwood absorbed most of the region’s growth, Highlands kept large-lot rural zoning, heavy forest cover and a land-use approach that leans strongly toward environmental protection. Development pressure is low by design. The result is a municipality of forested acreages, exposed rock ridges, lakes and parkland, bordered by Thetis Lake Regional Park and the Gowlland Tod area, with very little of the servicing infrastructure suburban builders take for granted.

That means well and septic on essentially every build, and both belong at the top of the budget rather than the bottom. Water supply is not confirmed until a well is drilled, and septic capacity depends on a site and soil evaluation that also influences where on the parcel the house can sit. Hydro and utility service runs from the road to a building site set back in the trees can be long and expensive. Access roads and driveways cut through rock and grade are their own line item, and on some Highlands parcels the driveway is a more demanding piece of construction than anything above the foundation.

Rock is the constant. Highlands terrain is genuinely rocky, with bedrock at or near surface across much of the municipality and slopes that are frequently steep. Excavation is unpredictable and can require blasting or rock hammering, and foundations are commonly stepped, benched into the slope, or designed around outcrops that are more economical to build with than to remove. This is not a place for a generic foundation quote. A geotechnical assessment and a proper site walk before design work should be treated as mandatory, not optional.

Environmental sensitivity carries real weight in approvals here, with tree cover, slopes, watercourses and habitat all factoring into what gets permitted and how the site can be disturbed. Plan for a design process that respects the parcel rather than one that flattens it.
